This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As an Information Technology Specialist (DATA/INFOSEC), you will be responsible for the design and implementation of NETL's secure data architecture.As an Information Technology Specialist (DATA/INFOSEC), you will:
- Analyze and evaluate NETL lines of business, capabilities and processes to model, architect and implement a framework in alignment with NETL's IT Strategic Plan, Business Systems Roadmap, and in support of effective data management and decision support solutions for the Laboratory to include data collection, curation, transformation, distribution, storage, quality standards and practices.
- Develop mastery understanding of the data needs of the organization; work with business units to design a Data Architecture, addressing mission-oriented, strategic and operational information needs, identifying tools and methods to access and secure data and information.
- Review and interpret federal and department policies, security and privacy mandates, and associated Data guidelines for impact to NETL operations and reporting. The objective of the analysis it to implement a secure, holistic data architecture that enables decision making and discovery of new areas of consideration for business leaders.
- Collaborate with stakeholders to analyze, evaluate and advise on data processing requirements, policies, procedures, information systems, reporting, and planning. Assignments have Laboratory and Agency-wide impact, and customers span the breadth of the NETL organization and include DOE Headquarters elements.
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
BASIC REQUIREMENT
Applicants must have IT-related education or experience demonstrating each of the four competencies listed below at a proficiency equivalent to the next lower grade level in federal service.

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
- Communicating with a wide variety of stakeholders including IT professionals, business subject matter experts, scientists, and other data analysts to gather requirements for a variety of business needs.
- Translating and deriving data requirements from business needs to deliver related data models, advanced analytics, and/or reporting architectures.
- Designing, developing, and managing data models, data quality procedures, and solutions used for collecting, disseminating and reporting data.
GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
- Communicating with and leading sessions with a wide variety of stakeholders including IT professionals, business subject matter experts, scientists, and other data analysts to gather requirements for a variety of business and/or data management needs.
- Translating and deriving data requirements from business needs in alignment with Zero Trust Architecture (ZTA) to model, design, and implement secure solutions, advanced analytics, and/or reporting architectures.
- Designing, developing, and managing data policies, standards, models, procedures, and solutions used for implementing and maintaining a secure, holistic data architecture that enables decision making.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
