Work Hours:          8:30 – 5:00


Salary Range:        Investigative Analyst I: Pay Range 5 – Starting salary of $44,890

                                Investigative Analyst II: Pay Range 7 – Starting salary of $58,035


Basic Function


Operation PA STRIKE is a Multi-Disciplinary Team (MDT) consisting of employees from the PA Office of Attorney General (OAG), Salvation Army-New Day, Salvation Army-LIGHT, and Justice at Work.  The Howard G. Buffett Foundation (HGBF) has provided a five-year grant to fund Operation PA STRIKE, and this position will be funded by the grant.  The Investigative Analyst is required to attend various MDT meetings and trainings and to comply with all protocols and procedures established by the MDT.


This position involves working with the Human Trafficking Section (HTS) of the Criminal Law Division within the OAG.  An employee in this position is responsible for performing duties which include the receipt/retrieval, analysis, and compilation of data and the verification and dissemination of information of a confidential and sensitive nature in a variety of ways pertinent to investigations and prosecutions into human trafficking. This includes providing information to the agents and attorneys in the Human Trafficking Section for a variety of purposes including both investigation and litigation support. The employee is responsible for assisting with/conducting the retrieval, compilation, and summarization of information needed by special agents and prosecutors in the course of an investigation.   The successful candidate will work closely with the attorneys to prepare court documents, organize trial exhibits, and attend court proceedings.  An employee in this position will be supervised by a Supervisory Special Agent from the Human Trafficking Section.


Assignments and supervision are received from the legal staff and/or investigative staff dependent on the nature of the case(s). Assignments progress in difficulty and complexity and are designed to provide experience in investigative analysis techniques and resources.  As an Investigative Analyst I gains experience, work is performed with more independence.  An Investigative Analyst II will complete most assignments independently with the supervisor providing a general outline of assignments, established priorities, and deadlines.  Employees must comply with all requirements of the Criminal History Records Information Act (CHRIA) and 28 C.F.R.



An Investigative Analyst I could perform the below duties under the direction and guidance of an experienced analyst and/or supervisor.  An Investigative Analyst II could perform the below duties independently.


  • Organizes, maintains, and disseminates referral and investigative files digitally and in hardcopy as required 
  • Provides assistance to agents relative to data checks, background checks, claims histories, warrant checks, gun registration, and employment and financial records to develop inferences about criminal activities, key individuals, methods of operation, and the extent of criminal influence
  • Conducts background research (information on persons, property, events, and vehicles) using both internal and external sources of information including databases such as CLEAN, JNET, and PennDOT 
  • Provides pre-operational planning assistance to agents with warrant executions
  • Monitors a variety of online platforms to gather relevant information in support of criminal investigations
  • Assists with the execution of search warrants for the purpose of cataloging data and documentary evidence
  • Analyzes and organizes electronic evidence, including call detail records, cell phone data, iCloud data, social media data, financial records, and other voluminous data during criminal investigations
  • Provides assistance to both legal and investigative staff regarding the analysis and organization of documentary evidence as well as the preparation of various spreadsheets, link charts, and graphs pertinent to casework handled by the section
  • Prepares detailed investigative reports on evidence and data analyzed
  • Conducts information gathering in support of research projects or information requests
  • Provides litigation support through preparation and presentation of material/evidence for official proceedings/court
  • Testifies in court proceedings and grand jury proceedings regarding analytical findings
  • Uses electronic data processing systems to research, analyze, and store data
  • Performs miscellaneous pertinent duties, determined by the direction of current casework
  • Presents analytical briefings, cases studies, and presentations on behalf of the OAG at conferences, seminars, and trainings
  • Performs other duties as assigned


Investigative Analyst I:


  • A Bachelor’s Degree from an accredited institution in Intelligence Analysis Studies, Criminology, Criminal Justice, or a related field of study OR
  • Four years of relevant experience that would afford the individual the needed knowledge and skills to perform the job OR
  • Any combination of relevant education, training, and experience that would enable the individual to perform the duties of the job


Investigative Analyst II:


  • A Bachelor’s Degree from an accredited institution in Intelligence Analysis Studies, Criminology, Criminal Justice, or a related field of study and two years of relevant experience that would afford the individual the needed knowledge and skills to perform the job OR
  • A Master’s Degree from an accredited institution in Intelligence Analysis Studies, Criminology, Criminal Justice, or a related field of study OR
  • Six years of relevant experience that would afford the individual the needed knowledge and skills to perform the job OR
  • Any combination of relevant education, training, and experience that would enable the individual to perform the duties of the job


  • Experience in the anti-trafficking space is strongly preferred
  • Ability to quickly learn new programs and systems
  • Comfortable working in a fast-paced environment
  • Must be willing to frequently travel statewide 
  • Proficient in Microsoft Excel 
  • Possess excellent oral and written communication skills and be able to communicate with employees throughout all levels of the organization
  • Ability to work both independently and in a team environment
  • Familiarity with various human trafficking software 
  • Experience with a second language preferred; bilingual strongly preferred
  • Familiarity with various investigative software and databases and OSINT methodology, including: 
  • Knowledge of machine cookies and advertising IDs, including Cross-Reference Identifiers, UUID, and push tokens
  • Understanding what data is collected by tech and social media companies
  • IoT connections and collection methods, including how to leverage device information, data storage, and forensics
  • Knowledge of breach data information
  • PAI and CAI collection methods
  • Understanding of IP addresses and VPNs
