As a Regional Environmental Program Specialist, you will be responsible for administering and overseeing the implementation of the National Environmental Policy Act (NEPA).
Location of position: Public Buildings Service (PBS), Portfolio Management Division, Philadelphia, PA
We are currently filling one vacancy, but additional vacancies may be filled as needed.
The incumbent will be expected to report to a GSA facility in Philadelphia at least 2x per pay period. At this time we are filling one vacancy, however additional vacancies may be filled from this announcement as needed.
As a Regional Environmental Program Specialist you will:
- Oversees the evaluation of impacts of PBS project proposals or activities on a number of environmental factors including natural, man-made, and the socioeconomic environment.
- Determines compliance of proposed GSA projects with NEPA and applicable related Federal, state and local laws and regulations.
- Administer and oversee the implementation of the National Environmental Policy Act (NEPA).
- Participates in developing viable alternatives for leases, new construction, renovations, site acquisition and disposal of real property in accordance with NEPA and related environmental laws, regulations and
orders.
- Serves as the principal point of contact for NEPA coordination with other Federal agencies, GSA Central Office, GSA Geographical Areas, GSA Services, Asset Managers, Project Managers and others.

The GS-13 salary range starts at $116,123.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Qualifying specialized experience must demonstrate 1) Demonstrated experience implementing the National Environmental Policy Act (NEPA) and associated environmental laws, regulations and Executive Orders as they relate to real estate transactions; 2) Assimilating technical information to ensure all procedural and technical NEPA requirements are properly and adequately addressed; 3) Coordinating and leading agency and contractor resources in the development of environmental impact statements, environmental assessments, and environmental checklists; and 4) Communicating orally and in writing to present sensitive recommendations or information of technical complexity.
