The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy).

WHAT DOES A MANAGEMENT & PROGRAM ANALYST DO? As a Project/Program Manager you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. You will be the lead Taxpayer Advocate Service (TAS) representative on cross-functional projects as such you will be expected to have great familiarity with the Taxpayer Advocate function, its mission and the work performed in support of this mission. You will lead teams and act as the project manager on projects involving representatives from across the TAS organization. The studies or projects involve development of policy and operational objectives, complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them.
As a Management and Program Analyst you will:
- Meet with managers and executives within the Service to define the overall goals and objectives of the project.
- Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
- Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
- Plan, coordinates and establish operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. Establish a system to review, control, and report on project status; Monitors project status and adjusts work plans for project accomplishment.
- Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them;
- Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project.
- Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.
- Negotiate on Taxpayer Advocate Service case processing matters with IRS operational and functional organizations to assure an understanding of and adherence to the Service Level Agreements, Operations Assistance Request (OAR), and Taxpayer Assistance Order (TAO) processes.
- Negotiate modifications to the Service Level Agreements with IRS operational and functional organizations that will allow for efficient processing of Taxpayer Advocate casework that minimizes taxpayer burden.
- As a team lead, undertake special studies of Taxpayer Advocate Service-wide operations and programs, and of IRS processes and programs identified by TAS case processing trends.

You must meet the following requirements by the closing date of this announcement.
GS-14 Level: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: An expert knowledge, accomplishment, and the ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also demonstrate a comprehensive knowledge through experience and application, of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; knowledge of management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; and the ability to communicate effectively both orally and in writing.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
