The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
  • Reviews, processes and clears separating employee clearance records in HR Connect, Legal Category SEC to ensure timely separation of departing employees and clear identification and control of IRS asset (records).Assists managers with the employee separating process as it relates to records reviews and records related clearance requirements. Ensures business unit manager correctly completes and submit records related separating employee clearance checklist and updates HR Connect accurately. Conducts analysis to determine error rates and makes recommendations on process improvements.
  • Interprets and applies laws, regulations, policies and guidance to provide access to Federal agency records and information, while ensuring protected information is appropriately disclosed, maintained and retired.
  • Routinely makes recommendations for policy changes impacting the Records Control Schedule which is negotiated between Records Management, National Archives Records Administration (NARA), and the appropriate business units. The recommendations and subsequent policy changes result in increased effectiveness of the records retention program Service wide. In addition, the Records Specialists have input into the policy and procedure changes that impact the Records and Information Management Program especially Electronic Records Administration.
  • Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines a resolution.
  • Applies sound management practices and techniques in the creation of guidance and project studies to ensure maintenance, retrieval, preservation and disposition of all IRS records.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-09
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:

  • Experience in interpreting and applying privacy, disclosure or records and information management laws, regulations and policies;
  • Experience in the creation of guidance and analysis studies to ensure the protection of specific records; and
  • Experience evaluating privacy, disclosure and records management issues and resolving in a manner compliant with appropriate laws, regulations and policies.

OR
EDUCATION: You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Specialized experience for this position includes:

  • Experience in the creation of guidance and analysis studies to ensure the protection of specific records; and experience evaluating privacy, disclosure and records management issues and resolving in a manner compliant with appropriate laws, regulations and policies.

EDUCATION: You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

SPECIALIZED EXPERIENCE: GS-12 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized experience for this position includes:

  • Experience in interpreting and applying privacy, disclosure or records and information management laws, regulations and policies;
  • Experience in the creation of guidance and analysis studies to ensure the protection of specific records; and experience evaluating privacy, disclosure and records management issues and resolving in a manner compliant with appropriate laws, regulations and policies.


MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
