WHAT IS THE SMALL BUSINESS/SELF-EMPLOYED DIVISION: The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 million self-employed and supplemental income taxpayers.

WHAT DOES AN EDUCATION TRAINING SPECIALIST TEAM LEAD DO? As an Education Training Specialist Team Leader, you will provide leadership to a team of Education Services Specialists in designing, developing, testing, managing and delivering a full range of learning products, learning system technologies and educational services to improve the performance of Small Business/Self-Employed (SB/SE) employees supporting SB/SEs strategic business goals and objectives. The team leader manages and directs the team in strategic, tactical and administrative planning and oversee the production of all products and services the team develops. You will oversee the production of course books, training videos, and Job Aids while articulating work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. You will lead the team in identifying, distributing, and balancing workload based on established workflow and skill levels. Make adjustments to complete work assignments based on priorities and/or deadlines. Team Leaders provide regular updates, reports and briefings to the supervisor regarding status of work assignments and administrative matters. Monitor work in progress and reviews completed work to ensure adherence to program policies or priorities, work methods, quality guidelines, and established deadlines. Identify technical deficiencies and arranges enhance the performance of the staff. You will also coordinate the preparation, presentation, and communication of work-related information to the supervisor.

As a Lead Education Training Specialist you will: 

  • Direct the team in broad complex long-term studies and research that require application of advanced analytical techniques in order to make recommendations related to learning systems requirements and changes.
  • Establish learning systems program goals and objectives (i.e., course design and development strategies, training delivery processes, technology enabled learning enhancements and processes, etc), ensures timely execution of program activities, and determines approaches to achieve goals. This process includes formulating, administering and adhering to the business unit policies and procedures and participating/leading task forces or special projects to accomplish such goals and objectives.
  • Articulate work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. Leads the team in identifying, distributing, and balancing workload based on established workflow and skill levels. Makes adjustments to complete work assignments based on priorities and/or deadlines. Ensures integration of team members in developing the final team product (s).
  • Provide guidance in the selection and application of appropriate problem-solving methods and techniques for team members. Advice includes work methods, practices, and procedures relative to work assignment/project as well as assistance in identifying parameters to viable solutions.
  • Train or arrange for the training of team members in methods and techniques of team building to accomplishing tasks/projects. Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team members.
  • Provide regular updates, reports and/or briefings to the supervisor regarding status of work assignments and administrative matters. Monitors work in progress and reviews completed work to ensure adherence to program policies/priorities, work methods, quality guidelines, and established deadlines. Identifies any technical deficiencies and arranges for necessary training. Coordinates the preparation, presentation, and communication of work-related information to the supervisor.
  • Maintain program and administrative reference materials, project files, and relevant background documents and makes available policies, procedures, and written instructions from the supervisor. Maintains current knowledge to answer questions from team members on policies, directives, procedures, etc.
  • Report to the supervisor on team and individual work accomplishments, problem areas, progress in mastering tasks/work processes, and individual and team training needs.
  • Estimate and reports to the team on progress in meeting established deadlines for completion of assignments, projects, and tasks. Ensures that all team members are aware of and participate in planning for achievement of team goals and objectives.
  • Resolve informal complaints of employees and refers others, such as formal grievances and appeals, to the supervisor or an appropriate management official.
  • Lead or participate in task forces, projects, special studies, or other assignments which have Business Unit specific or Service-wide impact.
  • You will be leading the development of training course materials via TDQAS.

You must meet the following requirements by the closing date of this announcement.  

GS-14 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Expert knowledge and experience with learning and education approaches to evaluate viable approaches for meeting organizational objectives for performance improvement; Expert knowledge of organizational learning theories and technologies, including knowledge management and its business value and use in addressing a wide range of business goals and objectives; Expert knowledge of theories of instructional design and the application of performance-centered design to enable business process improvement; Expert knowledge of a broad range of performance support tools and techniques to plan and direct the development of system components including on-line help, computer-based training and complete integrated performance support systems; Expert knowledge of the latest developments in performance support outside the agency to develop and expand performance support systems and their components for Service application.

-The experience experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
