Description

This position is located in the Department of Labor, Office of the Inspector General (OIG), Office of Investigations - Labor Racketeering and Fraud’s (OI).  The incumbent serves as a lead Information Technology Specialist (Digital Forensics Lab Manager) within the Division of Advanced Technology and Analytics (DATA) under the supervision of DATA’s Special Agent in Charge.

Administers the quality assurance of OI’s digital forensic laboratory, maintains the laboratory’s network and computer infrastructure, conducts forensic examinations of computers and digital evidence acquired through search warrant, subpoena, consent to search, or request for information.

Ensures the scientific validation of new technical procedures is completed and documented correctly and monitors all individuals and unit personnel to ensure they are meeting applicable standards and protocols.

Schedules and conducts external and internal quality system audits and oversees audits/reviews of all units of the laboratory set forth by CIGIE and/or other accrediting bodies.  Administers proficiency testing, records results, and researches and recommends corrective action and improvement in the quality system.

Collaborates with management staff to improve the quality of laboratory policies and procedures in order to meet with industry best practices and prepares annual quality reports for review by management.

Maintains a log of evidence received.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.  Specialized experience includes demonstrated experience in which the applicant planned and carried out a variety of information technology assignments associated with the administration of a digital forensic to ensure the confidentiality and integrity of digital evidence, and the availability of IT systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools. Additional specialized experience and required training includes the search and seizure of digital evidence (for example - SCERS, FBI CART, Secret Service ECSAP, IRS-CIS) while conducting digital forensic and eDiscovery investigations which are civil, criminal, and administrative in nature.
