You will serve as a Contract Specialist in the Contracting Department of NAVSUP FLEET LOGISTICS CENTER NORFOLK.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer group contracts and post award procurement actions. Specific work experience must demonstrate some or all of the following duties: 1) Utilize mastery of contracting methods and contract types to plan and carry out long-term pre-award and post-award procurement actions; 2) Develop and execute a comprehensive plan to create contractual instruments responsive to long-range programs with substantial number of potential adversities during the pre-award and post-award phases of the contractual action; 3) Utilize principles of acquisition planning sufficient to develop and implement a plan to procure multi-year program or and information resources requirement involving the entire systems life of the resources; and 4) Provide technical knowledge of contract administration principles, policies, regulations, practices, and procedures for contracts with technical specifications and special contract, such as fixed-price with redetermination provisions, cost reimbursement, contracts with incentive provisions, and issues such as excusable delay.
In addition to the Basic Requirements for this position, your resume must also demonstrate one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector that demonstrates knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer group contracts and post award procurement actions. Specific work experience must demonstrate some or all of the following duties: 1) Perform pre and post-award functions and/or contract price/cost analysis techniques to develop or modify procurement strategies or pricing structure when contract actions are well defined and established; 2) Negotiating complex or commercial contracts to develop unique contracts required to accommodate changing business climates, new technology, dynamic market conditions, and economic conditions; 3) Monitor contract process to evaluate bid responsiveness, contractor responsibility, and contractor performance; and 4) Interpret and review Federal, Department of Defense (DoD), and/or Department of Navy (DoN) contracting laws, regulations, principles, and procedures to manage programs and provide guidance. 5) Communicating orally and in writing to reach concurrence on processes, projects and desired outcomes.
