WHAT DOES A HUMAN RESOURCES SPECIALIST (HR DEVELOPMENT) DO? As a Human Resources Specialist, you will serve as a consultant and advisor to management on identifying training gaps and performance improvement needs. In this role, you will be responsible for developing programs to align learning and development needs with business objectives and evaluating employee training to ensure individual and business needs are being met.

As a Human Resources Specialist (HR Development) you will:

  • Serve as a performance consultant by using state of the art process models to identify, evaluate, and recommend solutions to improve job performance and which support business goals and mission priorities.
  • Provide advisory services to all levels of staff concerning basic program policies, regulatory, requirements, and procedures.
  • Analyze and evaluate training programs and instructor performance making recommendations to program managers to increase program quality and overall effectiveness.
  • Apply tools to evaluate training programs, and analyze the feedback to improve training courses and delivery.
  • Study and apply evolving trends, developments, and applications in the employee development and learning field, including e-learning, to ensure that the business unit offers the latest in adult learning.
  • Develop guidelines, instructional methods, course materials, training aids, and improved applications of educational technology for use by education specialists, instructors, managers/supervisors, and employees.
  • The offices of Leadership, Education and Delivery Services (LEADS) support various aspects of learning and education within the Service, including, but not limited to: classroom and virtual training delivery; leadership training and development; training policy, training contracts; knowledge management and learning management systems; training plans; approval and evaluation; and LEADS budget plan development.

 GS-5 LEVEL:  You must have 3 years of general experience, 1 year of general experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. General experience for this position includes: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing; OR 4 year course of study leading to a Bachelor's Degree at an accredited college or university in any related field of study of the position being hired. You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement). 

GS-7 LEVEL:   You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service.  Specialized experience for this position includes:  Basic knowledge of human resources development, practices, regulations, and policies to perform, entry level work related to learning and employee development and to communicate procedural and factual information to business customers; Experience should include assisting with planning, coordinating, administering, and implementing training programs and rollout of classes, assisting with developing courses and curricula for occupations or functions based on the job competencies and collecting data concerning basic program policies, regulatory requirements, and procedures; Experience using basic knowledge of and skill in elementary analytical methods and diagnostic techniques to gather basic information to identify performance improvement needs and opportunities; Knowledge of written communication techniques to assist with reviewing project papers, reports, training material, and correspondence for grammar and syntax;  OR 1 year of graduate level education at an accredited college or university in a related field of study;  OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following:  A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-9 LEVEL:  You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service.  Specialized experience for this position includes:  Basic human resources development (HRD), practices, laws, regulations, policies, and precedents to provide HRD management advisory, and technical services on non-controversial factual, procedural, and/or recurring issues relating to learning and employee development; Basic knowledge of instructional design principles and the processes used in designing and delivering learning products to assist other specialists in developing routine training material; Knowledge of and basic skill in applying principles, practices and elementary techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs;  Knowledge of and skill in applying basic analytical methods and diagnostic techniques to identify HRD and non-HRD interventions to address routine HR problems and issues; Experience using knowledge of oral communication techniques to present findings and recommendations and knowledge of written communication techniques to draft and/or prepare in final form project papers, and training material;  OR  Master’s or equivalent graduate degree in a related field of study;  OR  2 full years of progressively higher level graduate education leading to Master’s or equivalent graduate degree in a related field of study. OR  LL.B. or J.D., if related

GS-11 LEVEL:  You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.  Specialized experience for this position includes:  A range of human resources development (HRD) practices, laws, regulations, policies, and precedents to provide HRD management advisory and technical services on noncontroversial factual, procedural, and/or recurring issues to learning and employee development; Knowledge of and skill in applying principles, practices and techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; Experience using knowledge of instructional design principles and the processes used in designing and delivering standard learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development; Knowledge of and skill in analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve problems of limited scope; Experience using knowledge of oral communication techniques to present findings and recommendations and knowledge of written communication techniques to prepare project papers, and training material;  OR Ph.D. or equivalent doctoral degree in a related field of study;  OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. You must meet the following requirements by the closing date of this announcement.
