Description This position serves as a Supply Operations Specialist with the Logistics Division located at the Raven Rock Mountain Complex (RRMC). RRMC is on one of the Nation's premier facilities, providing support to various Department of Defense (DoD) tenants in an all-hazards environment.Incumbent typical work assignments may include the following:
  • Provides technical supervision over food service operations and contingency meals. Develops full food service contracts and manages performance.
  • Serves as the Contracting Officer Representative (COR) for Base of Operations Support Contract and other installation food service contracts.
  • Plans, manages, coordinates, implements, and monitors the Installation food service program.
  • Supports 24/7 operations with increased population as required (e.g., senior visits, exercises, relocations, conferences and ceremonies).
  • Analyzes subsistence requirement trends, equipment, physical layout, storage, financial management goals, accountability, inventory procedures, and user satisfaction.
  • Oversees the preparation, bulk issue, and tracking issuance of meal-ready-to-eat (MRE's) as directed.

Emergency Essential positions are Federal positions that support the success of combat operations or to support combat-essential systems subsequent to mobilization, an evacuation order, or some other type of military crisis. These positions cannot be converted to military positions as they require uninterrupted performance to provide immediate and continuing support for combat operations and/or support maintenance and repair of combat essential systems. All civilian employees deploying to combat operations or crisis situations are considered E-E. These positions are typically located overseas or are positions that would require the incumbent to be transferred overseas during a crisis situation.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates experience:
  1. Planning and executing food service operations; and
  2. Assisting with the management of food service support contracts; and
  3. Maintaining inventory levels.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Retained Grade PPP Eligible: Retained Grade PPP applicants must be selected and placed at the full performance level if determined well qualified.
