WHAT IS THE WAGE & INVESTMENT DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. W&I provides high-quality taxpayer assistance, and enable taxpayers to transact and communicate electronically to file their returns and make payments.

WHAT DOES A TAX ANALYST DO? A Tax analyst serves as an analyst which plans, coordinates, and conducts analytical studies, and projects. In this role, you will be responsible for performing technical and analytical staff work. You will be required to oversee programs which include strategic compliance program planning, business systems planning, customer account services, taxpayer education and communications, and administrative support.

As a Tax Analyst you will: 

  • Develop and interpret guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
  • Study problems facing operating unit functions or those of particular concern within the organization assigned.
  • Analyze assigned program areas to discern trends in program delivery and consolidate report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
  • Provide technical guidance on issues, proposals, and activities impacting program operations, and ensure operating units are in alignment with regulatory and administrative provisions and requirements.
  • Review proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as evaluate new requirements, policies, and modifications for impact on program operations, systems, and resources.
  • Coordinate site visits to conduct briefings, studies, implement program initiatives, review program effectiveness, and identify additional system or revision in work processes required.
  • Prepare reports concerning identified issues, explaining program differences and recommending improvements and corrective action for program operations, where differing or competing viewpoints may occur.
  • Present findings, conclusions, and recommendations as a result of program studies, projects, or reviews conducted and disseminate revised procedures and changes in program operations.

QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following requirements by the closing date of this announcement.  

GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: skill in recognizing significant tax issues and enforcement changes in order to develop new or revised procedures or products; Knowledge of a wide range of analytical and evaluative methods to develop new approaches; Thorough knowledge of the principles of management planning, program analysis, and process analysis to design, and implement policies and procedures. In addition, it is required to possess thorough knowledge of IRS functions, programs, policies, regulations, procedures, and operations including the sequence and timing of key program events; Oral and written communication skills are essential to present plans and proposals, as well as, preparing comprehensive written reports, disseminate policy information, and document findings and conclusions.


-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-time work is considered on a prorated basis.
