The position is located in the Federal Acquisition Service (FAS), Office of Enterprise Strategy
Management (OESM), Digital Innovation Division (QP1F).
Risk Level: Non-Sensitive, High Risk, Tier 4.

As a Program Analyst, you will be responsible for the following duties:
- Evaluates, plans, and directs the analytical and evaluative work for critical functions related to the development and presentation of plans related to matching business requirements to systems and technology solutions.
Integrates results of various studies and analyses into comprehensive technical briefings, reports, and technical papers. Provides authoritative technical advice and counsel both within and outside FAS/OESM.
Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations.
Provides authoritative guidance and leadership to programs impacting one or several major Services.
- Plans, organizes, and carries through to completion analytical studies involving issues related to key agency programs.

The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is defined as experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met.
