This position is located at the Division of Securities Accounting and Payments, Judgment Fund Branch, within Division of Securities Accounting and Payments, Judgment Fund Branch. The Judgment Fund was established to pay court judgments and Justice Department compromise settlements of actual or imminent lawsuits against the government.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

As a Legal Administrative Analyst, you will:
  • Be responsible for coordinating and collecting data to determine the method used to identify the impact of the data on the Judgment Fund work processes.
  • Research, analyze and document all data relevant to the complex Judgment Fund processes. This documentation provides the necessary data used in the publishing of revised Treasury Financial Manual regulations.
  • Analyze cases for irregularities and determine right of entitlement in accordance with established procedures. Must be able to take the initiative in the development of new procedures in complex cases.
  • Analyze all cases for the Judgment Fund for amounts from $10.00 to more than $1billion, at each step in the payment certification process to determine the proper course of action.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is:
-Evaluating and analyzing judgments (claims) submitted by various agencies to determine appropriateness for payment from the Judgment Fund in consideration of applicable laws; AND
-Researching, analyzing, and documenting data relevant to Judgment Fund processes; AND
-Experience developing new procedures, regulations, and/ or operating policies and identification of business needs or system requirements; AND
-Leading projects and/or assignments to meet established deadlines.

For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is:

-Evaluating and analyzing claims submitted by various agencies to determine appropriateness for payment from the Judgment Fund in consideration of applicable laws; AND
-Researching, analyzing, and documenting data relevant to Judgment Fund processes; AND
-Assisting in the development of new procedures, regulations, operating policies and identification of business needs or system requirements
OR
a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. One year of specialized experience is:

-Developing and collecting data for administrative reports and case citations; OR
-Communicating effectively, both verbally and in writing, to make recommendations or give instructions.
OR
A master's degree or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.This job does not have an education qualification requirement.
