THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a MANAGEMENT ASSISTANT, Position Description Number D1584P01 and is part of the PA Deputy Chief of Staff for Information MGMT, National Guard.

As a MANAGEMENT ASSISTANT. GS-0344-07, you will operate the Records Holding Area (RHA). Advise units and activities on the policies and procedures for records retirement and disposal. Maintain the Records Holding Area to include preparation and maintenance of transmittal forms, inventory lists, registers, and other index documents to facilitate references, document the transfer of records, and permit immediate retrieval of records upon request. Provide technical assistance to staff elements, units and activities with regard to establishment and operation of records systems. Provide temporary storage in a staging area for special groups of records when immediate or permanent storage is not authorized or feasible. Perform records management studies or surveys as needed. Identify records, documents and artifacts with potential historical value and arranges for transfer to RHA. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
Category 4: Qualified current members of the Pennsylvania National Guard. (Army and/or Air)

Assignment to a compatible military position is not required for application but will be required if selected for appointment.

Supervisor for this position is MAJ Foley.

GENERAL EXPERIENCE: Experience, education or training involving administrative or clerical experience (i.e., applying guidelines, rules and regulations to assignments, composing correspondence, researching and compiling information and data, and records administration). Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Applicant must indicate at least 12 months experience, education or training evaluating and determining regulatory compliance. Experience using guidelines, methods, precedents and techniques applicable to the specific programs or phases relative to the position. Experience conducting studies, preparing reports, and making changes to eliminate ineffective operations.

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

- Knowledge of administrative control processes and procedures that govern the storing and archiving of records is required to effectively maintain Records Holding Area (RHA) and to store, retire, and dispose of records appropriately.

- Knowledge of general management and administration.

- Knowledge of records management is required to prepare accurate records and reports.

- Knowledge of the organizational structure of the State is required to determine sources of information while performing duties/responsibilities.

- Ability to communicate clearly orally and in writing to provide one-on-one training as well as to conduct workshops with unit and activity personnel.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
