National Nuclear Security Administration Demonstration Project:
This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-03 is equivalent to the GS-13-14 grade levels. As a Program Analyst you will:
- Provide independent, analysis, review, and evaluation of Naval Reactors Laboratory Field Office (NRLFO) and management and operating contractor (M&O) policies and systems in the areas of management and internal controls, budget and resource management, and M&O performance assessment in those areas.
- Responsible for Federal Managers Financial Integrity Act (FMFIA) compliance, OMB Circular A-123 implementation, Management Representation Act compliance, OIG/GAO audit coordination, and input and maintenance of NRLFO responsible items in the Departmental Audit and Reporting Tracking System (DARTS).
- Impart subject matter expertise to NRLFO/NR management to provide recommendations for improvement in the design, development, implementation, and continuous development in the risk assessment and internal control assessment activities conducted by the organization both internally and in its M&O responsibilities.
- Provide continued analysis of interrelated aspects that affect major administrative operations, such as, financial management, administrative support functions, and business operations; recommendations and decisions on how to proceed in planning, organizing, and conducting studies that are complicated by conflicting program goals and objectives.

SPECIALIZED EXPERIENCE REQUIREMENTS: One year of specialized experience at the GS-12 level or equivalent which demonstrates experience analyzing, reviewing, and evaluating program areas to include: prime contractor policies and procedures in the areas of management and internal controls, budget and resource management, and contractor assessment in those areas, to include providing expert advisory services to management on complex issues in these program areas.

Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/band any time in the past 52 weeks must also meet time-in-grade/pay band requirements within 30 days of the closing date of this announcement. For an NQ-03 position you must have served 52 weeks as a GS-12 or equivalent. The grade /pay band may have been in any occupation, and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade/pay band. We will not make assumptions that this requirement has been met.
