This position gathers, analyzes and interprets records and applies legal precedent in furtherance of the preparation and completion of timely and accurate responses to requests made under the Right-to-Know Law (RTKL) and assists in the development, analysis and maintenance of procedures and processes pertaining to PennDOT's RTKL program.

This position is located in the Bureau of Office Services and works under the general supervision of the Agency Open Records Officer (AORO), Management Analyst Supervisor.

Requires professional, timely and accurate responses to all PennDOT RTKL requesters, including private citizens, media, law firms, etc.

The employee in this position must have a general understanding of the RTKL and PennDOT's RTKL policy and procedures, be able to interpret these laws and policies and apply them to different scenarios and records.

The employee must be able to clearly communicate issues and provide recommendations to ensure quick resolution/escalation.

Works with the AORO, Agency Records Coordinator and Records Legal Liaison (with the Office of Chief Counsel) to review and analyze RTKL requests submitted to the agency; directs requests to appropriate persons for collection of responsive records; tracks the agency's progress in collection of records; monitors the agency's inventory of RTKL requests; redirects RTKL request to another agency when appropriate; and is responsible for the issuance of extension letters and final responses to RTKL requests.

Assists RTKL Coordinators/Backups in coordinating and facilitating the processing of RTKL requests, which includes the collection of all responsive records. Provides guidance to Coordinators/Backups on policy and procedure (i.e., existence of the record, type of format, redaction required) as needed.

Monitors status of requests and contacts RTKL Coordinators/Backups as needed to ensure due dates are met.

Upon receiving records from RTKL Coordinators/Backups, checks for responsiveness and completeness; identifies any records that may need to be redacted or are exempt from disclosure; and organizes records into categories.

Ensures that all requests are consistently processed in accordance with Commonwealth and PennDOT policy and procedures.

Reviews RTKL tracking systems to ensure accuracy and completeness of information.

Collaborates with the AORO, the Office of Chief Counsel and other PennDOT organizations, such as the Press Office, on complex RTKL requests in order to determine the best course of action when gathering records, analyzing records and preparing RTKL responses.

Writes and prepares correspondence for AORO signature in response to or related to requests.

Assists with the development of recommended policy and procedure improvements for PennDOT's RTKL Program. Analyzes changes in the Commonwealth Program and provides recommendations on how best to incorporate them into PennDOT's Program.

Assists with the preparation of statewide PennDOT-specific RTKL training programs for agency personnel regarding policies, procedures and practices.

GENERAL:
Attends seminars, conferences, vendor demonstrations and other training opportunities to continually acquire knowledge in all aspects of records and information management and the RTKL. Monitors industry trends and changes in enterprise-wide technology.

Completes special projects and assignments upon request.

Anticipates and advises supervisor of emerging issues, problems and concerns with a plan to address and communicate to those affected.

Performs related duties as required.

  • Minimum Experience and Training Requirements: One year of experience as an Administration and Management Trainee performing technical management analysis work; or one year of experience in technical management analysis work, and a bachelor's degree; or any equivalent combination of experience and training.
