Description About the Position: This position is located in the Directorate of Resource Management, Accounting Division, at Letterkenny Army Depot located in Chambersburg, Pennsylvania.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Accountant: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.(NOTE: You must attach a copy of your transcripts at the time of application.)

OR

Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. You must also have one of the following:

(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and
experience fully meet the specified requirements. (NOTE: You must attach a copy of your transcripts at the time of application.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

For a GS-07: Must have one year of equivalent to the GS-05 grade level in the Federal service which includes: 1) applying accounting principles and regulations to work assignments; 2) interpret financial policies and regulations to customers; and 3) working with automated accounting systems to prepare reports.

OR

A. Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to
perform the work of the position, such as Business Administration, Finance, or Public Administration. (Note: You must attach a copy of your transcripts.)
OR
B. Have a Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a
curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: - (1) Class Standing - You
must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business
Administration, based on completed courses; OR- (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible
4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final
2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the
required courses in the major field completed during the final 2 years of the curriculum.; OR- (3) Honor Society Membership - You may be considered eligible based
on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE:
You must attach a copy of your transcripts and/or verification of class standing for further verification.)


For a GS-09: Must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: 1) providing accounting advice/guidance to management; 2) interpreting financial policy and regulations; 3) working in financial automated accounting systems to create reports and statements 4) assisting in development of financial statements for management review.

OR

Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree
with a major field of study in Accounting or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as
Business Administration, Finance, or Public Administration. (Note: You must attach a copy of your transcripts.)


For a GS-11: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) providing accounting advice/guidance to management on Army Working Capital Fund (AWCF); 2) interpreting financial policy and regulations; 3) analyze financial data to recommend solution to accounting problems; 4) assisting in development of financial statements; and 5) monitoring program performance measurements.

OR

Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a
major field of study in Accounting or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as
Business Administration, Finance, or Public Administration. (Note: You must attach a copy of your transcripts.)

You will be evaluated on the basis of your level of competency in the following areas:

  • Fundamentals & Operations of Finance


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
