WHAT DOES A HUMAN RESOURCES SPECIALIST DO? Human Resources (Employee/Labor Relations) Specialists provide advice and technical guidance to management on human resources policies and practices affecting working conditions requiring consultation with National Treasury Employees Union (NTEU) that have an impact on labor/management issues. They serve as the point of contact on labor/management issues such as grievances, unfair labor practices, appeals, etc. They research and analyze case law, contracts, precedents, policies, arbitration decisions and guidance, etc. They anticipate management needs and respond to inquiries regarding union and employee rights, implications of arbitration decisions, FLRA (Federal Labor Relations Authority) regulations, etc. Employee/Labor Relations Specialists coordinate and develop management's position on controversial issues. They initiate actions that address problems that result from work performance that infringe on employee rights. They conduct studies, analyzing factors such as absenteeism and grievances, etc.

As a Human Resources Specialist you will:

  • Provide authoritative advice and technical guidance to management at all levels on the full range of human resources policies, practices, and matters affecting working conditions that require consultation with NTEU (National Treasury Employees Union), including unfair labor practices, disciplinary grievances, and appeals.
  • Research and analyze case law, the National Agreement, MSPB (Merit Systems Protection Board), precedents, policies, administration handbook and bargaining history, FLRA (Federal Labor Relations Authority), FSIP (Federal Service Impasses Panel), arbitration decisions and guidance to determine negotiability of union proposals.
  • Respond to inquiries from management and anticipate needs regarding union rights, employee rights, implications of recent arbitration decisions, MSPB (Merit Systems Protection Board) decisions, FLRA regulations, etc.
  • Alert management to labor relations' implications in proposed management decisions.
  • Develop and implement methods/approaches that contribute to effective employee/union/management relationships.
  • Conduct extensive and systematic studies, analyzing such factors as absenteeism, grievances, etc., to identify the nature and extent of employee relations problems.
  • Serve as the principal point of contact on labor management matters of concern, including grievances, unfair labor practices, appeals, labor relations training, etc.
  • Serve as the ALR (Area Labor Relations Specialist) charged with conducting contract negotiations with NTEU (National Treasury Employees Union); serves as primary point of contact and/or SME (Subject Matter Expert) for various employee/ labor relations committees, groups, areas, etc.
  • Independently conducts manager training and outreach on complex issues such as FMLA (Family and Medical Leave Act), reasonable accommodations, Due Process requirements, unauthorized disclosure violations, regulatory requirements, and employee tax compliance.

You must meet the following requirements by the closing date of this announcement:

 GS-7 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes applying the basic principles and practices of the HR specializations. Examples of qualifying work experience include: Performing highly structured, entry-level human resources program work designed to develop broader and more in-depth knowledge and skill to perform higher-level placement and recruitment assignments; communicating factual and procedural HR information clearly, orally and in writing; and gathering and analyzing basic facts and drawing conclusions regarding HR processes. OR   

You may substitute education for specialized experience as follows: 1 academic year of graduate education in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR

Superior Academic Achievement may be met by having a Bachelor’s degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-9 LEVEL: At least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Qualifying experience is experience demonstrating: Knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of national and local agreements in such as IRS/NTEU agreement order to advise and assist management and others in the interpretation/execution of the contract and other agreements; Knowledge of fundamental principles and methods used in collective bargaining including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties. OR 

You may substitute education for specialized experience as follows: A master’s or equivalent graduate degree in a field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR
2 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. OR LL.B. or J.D. if related.

GS-11 LEVEL: At least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level grade in the Federal service. Qualifying experience is experience demonstrating: Knowledge of fundamental labor relations and employee relations law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of national and local agreements such as IRS/NTEU agreement in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; Knowledge of fundamental principles and methods used in collective bargaining including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; Knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties. OR

You may substitute education for specialized experience as follows: A Ph.D., or equivalent doctoral degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as: human resources, organizational psychology, public administration or other administrative and management fields. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR LL.M., if related.

GS-12 LEVEL: At least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level grade in the Federal service. Qualifying experience is experience demonstrating: Thorough knowledge of labor relations and employee relations law, theories, principles, and practices with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to labor and employee relations problems/issues; knowledge of IRS/NTEU (National Treasury Employees Union) Agreement as well as other national and local agreements in order to advise and assist management and others in the interpretation/execution of the contract and other agreements; knowledge of principles and methods used in collective bargaining, including negotiating strategies, interest/position based bargaining processes, and dispute resolution sufficient to articulate and facilitate management interests; knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Skills in consulting and facilitation techniques and methods.
